Special Report: By Isatou Ceesay Bah GPPA, GAMWORKS team up to boost transparency in public procurement

The Gambia Public Procurement Authority (GPPA) and the Gambian Agency for the Management of Public Works (GAMWORKS) have signed a Memorandum of Understanding (MoU) aimed at strengthening transparency, efficiency and accountability in the country’s public procurement system.

The agreement, signed at the GPPA headquarters in Serrekunda, grants GAMWORKS the authority to carry out delegated management contracts (DMC) and public procurement without seeking prior approval from the GPPA at every stage of the process. This delegation is in line with Section 37 of the Gambia Public Procurement Authority Act, 2022, which empowers GPPA to authorize procurement agents that have successfully undergone a capacity assessment.

Under the terms of the MoU, GAMWORKS is required to strictly follow procurement procedures outlined in the Act and its accompanying regulations. Furthermore, all procuring organizations must seek prior approval from GPPA before engaging GAMWORKS for delegated management contracts.

The agreement also stipulates that GAMWORKS and all economic operators working with the agency must register with GPPA. In addition, any procurement conducted by GAMWORKS on behalf of public bodies, state-owned enterprises and other government agencies will be subject to a post-review by GPPA.

GAMWORKS, a not-for-profit company limited by guarantee, has long been entrusted with implementing development projects and managing contracts for the Government of The Gambia and its development partners. With years of experience in project management and procurement of works, goods, and services, the agency is considered a strategic partner in advancing efficient public procurement practices.

Both institutions highlighted that the collaboration is built on shared objectives of promoting transparency and good governance in the use of public resources.
