Commission observes inconsistency in councils procurement plans

The Local Government Commission of Inquiry (LGCI), on Monday received and admitted procurement plans of various councils from GPPA in which it found spate of inconsistencies with some files.

The procurement plans comprise monthly reports, cover letters and attachments.

 

Deputy Lead Counsel Patrick Gomez, who received the files realised that most letters were without signatures and other attachments.

 

Flagging the KMC’s procurement plans for different years, Mr Gomez, noticed that KMC’s November 2018, January 2019, October 2018, September 2019, July 2019, August 2019, May 2019, March, June, February 2019, August 2018, July 2018, May 2018, June 2018 and December 2018 procurement plans are complete. “However, September 2018 has no attachments.”

 

Counsel Gomez brought to the attention of the witnesses that there were timelines that reports were to be submitted to GPPA. “But most of the reports here are submitted when the timeline has elapsed. So they are not in compliance with the timeline that’s why there are inconsistencies of dates in their submission,” Counsel Gomez put to the witnesses.

 

Counsel Gomez also observed that KMC made a full submission of its 2019 monthly reports except for October, November and December, adding there were cover letters with attachments. “But there are no responses from GPPA for KMC reports 2019,” he further observed.

 

Tambura, who was testifying, revealed that institutions also did submission through emails.

 

Deputy Counsel Gomez further informed the Commission that February 2021, February 2020, April 2020, May 2020, June 2020, June 2021, March 2022, September 2021, October 2021, May 2021 and April 2021 were all unsigned procurement plans. “And for January 2022, February 2022 are photocopy files not originals,” he observed.

 

He said: “Annual procurement plan for the year 2021 is a photocopy prepared by Muhammed Jawneh of Basse Area Counceil and signed by CEO, Deputy Counsel said.

 

He further said annual procurement plan for 2022 was signed by Muhammed Jawneh and approved by Ousman Touray, the account officer.”

 

These and more procurement plans were received and admitted as exhibit by chairperson of the commission.
