Commission finds no bidding file in BAC D32M projects

The Local Government Commission of Inquiry has discovered that there were no bidding documents in approval files, after it investigated the Basse Area Council’s Thirty-Two Million Nine Hundred and Sixty-Five Thousand Three Hundred and Ninety-Five Dalasis Sixty Bututs (D32,965,395.60) for five projects.

The Gambia Public Procurement Authority (GPPA) indicated that the approval emanated from the recommendation of the Basse Area Council’s Contracts Committee captured in their 10th March 2021 meeting.

The witness said the publication made for the procurement did not contain the detailed specifications; instead the Basse Area Council requested the interested bidders to contact them for the details of the minimum requirement.

According to a document read by deputy counsel, Patrick Gomez, Basse Area Council wrote to GPPA seeking approval for the procurement using open tendering method. On 29 September 2021, GPPA wrote to the CEO of Basse Area Council conveying approval for the five projects. 

The reading stated further: “Lot one was for the construction of the Bajakunda Road awarded to Green Vision at a bid price of D3,928,405.00 (Three Million Nine Hundred and Twenty-Eight Thousand Four Hundred and Five Dalasis) only.  

“Lot two is for the construction of the Samba Lolo Bridge awarded to Longian Road Construction at a bid price of D4,189,681.8 (Four Million One Hundred and Eighty-Nine Thousand Six Hundred and Eighty-One Dalasis Eight Bututs) only. 

“Lot 3 is for the construction of Song Kunda Bridge awarded to Longian Road Construction at a bid price of D4,897,125.8 (Four Million Eight Hundred and Ninety-Seventy Thousand One Hundred and Twenty-Five Dalasis Eight Bututs) only.  

“Lot four is for the construction of Sane Mansong – Sare Bojo Feeder Road awarded to Golden Quarry at a bid price of D2,942,520.00 (Two Million Nine Hundred and Forty-Two Thousand Five Hundred and Twenty Dalasis) only.
