GALGA president champions local voices at global governance summit in China

In a powerful show of leadership and solidarity, Muhammed Ceesay, President of the Gambia Association of Local Government Authorities (GALGA) and Chairman of Basse Area Council, represented The Gambia at the 2025 United Cities and Local Governments (UCLG) World Council and the 10th Anniversary of UNIDO’s Bridge for Cities initiative. The high-level gathering, held in Xi’an, China, brought together global leaders to address the intersection of local governance and sustainable development.

Speaking on behalf of GALGA, Ceesay delivered a stirring address that called for urgent global action to uphold justice and peace as foundational pillars of the 2030 Sustainable Development Goals (SDGs). “The SDG agenda cannot be fully realised while injustices and atrocities, such as those endured by the people of Palestine, continue unchecked,” he declared. “The international community, including UCLG, must act with urgency and principle to condemn these acts and actively support the reconstruction and healing of Gaza.”

Ceesay’s remarks resonated deeply with delegates, as he emphasised the critical role of local governments in shaping global peace, development, and security. “We must move beyond being passive recipients of charity or implementers of external agendas,” he said. “Local councils are on the frontline — we must be active decision-makers and equitable distributors of resources for the communities we serve.”

He further advocated for the full inclusion of youth and women in decision-making processes, urging UCLG to ensure their elected representatives are given a seat at the highest tables of governance. “Their voices are essential in shaping the future of local governance at the grassroots level,” Ceesay noted.

In a defining moment of the summit, Ceesay proudly endorsed the declaration to establish Cities Voice for Gaza — a collective initiative aimed at promoting justice, solidarity, and healing in the wake of humanitarian tragedy. “This is not just a statement of support,” he said. “It is a commitment to action, to empathy, and to rebuilding hope.”

The delegation expressed gratitude to the People’s Republic of China, through its Embassy in The Gambia, for their continued support and partnership, and extended appreciation to the Mayor of Xi’an for the successful hosting of the event.
