Barrow appoints new cabinet, chief of staff

President Adama Barrow has appointed a new Cabinet barely five months after the 2021 Presidential elections.

Baboucarr Ousman Joof has been appointed the minister in charge of Public Service, Administrative Reforms, Policy Coordination and Delivery – the first ever ministerial portfolio in Gambian history.

President Adama Barrow has also created a portfolio in his government by appointing Mod K. Ceesay as Chief of Staff.

“All correspondences for the president shall henceforth be addressed to the chief of staff, Ebrima G. Sankareh, the government spokesperson announced on state TV yesterday.”   

The secretary general (SG) will now head the Personal Management Office with the sole mandate of supervising the civil service but answerable to a minister.

“His Excellency has pleased to appoint Salimata E. Touray as secretary general and head of Civil Service in accordance with section 168 subsection (1) of the 1997 Constitution of The Gambia.”

The roles of secretary general and head of Civil Service shall be taken over by chief of staff.

According to the government’s spokesperson Ebrima G. Sankareh, the new ministers will continue to reveal the inner workings of the administrational mercenaries of the government and make proposals for reform to reduce inefficiency and increase output.

He added that the ministers will be in charge of developing frames for monitoring the implementation of government policies and to ensure effective communication and horizontal coordination between the ministries.

Acting under section 71, sub section (3) of the constitution, President Barrow appointed Baboucar Ousman Joof as minister in charge of the Public Service.

The President appointed Mrs. Salimata E Touray as Secretary General and head of the civil service in accordance with section 168, subsection (1) of the Constitution.”

Sankareh said the role of the Office of the President shall be taken over by a Chief of Staff.

The president has decided to decouple the Ministry of Information and Communication Infrastructure to separate ministries namely; Ministry of Information and Ministry of Communication and Digital Economic.”

He stated that the existence departments and their manpower under the old MOICI will now stand as the sector's pacific department.

In this regard, he said the Department of Information Services will now serve as the technical and charge with the implementation and access to information under the new ministry of information.

He continued that GRTS will continue to be the main media in the dissemination of information while Directorate of Information and Communication Technology (ICT) will be transformed on a stand-alone department under the new Ministry of Communication and Digital Economic with the primary objective to improve internet access and digital information geared towards unlocking new pathways for rapid economic growth, innovation, job creation and technological advancement.
