Mr. Sherif Jallow officially assumed the role of Permanent Secretary (PS) on January 24, 2025. In addition to his new responsibilities, he will maintain his oversight of the Civil Service Reform and Planning Unit (CSRPU).
In 2018, the government endorsed the Civil Service Reform Program Strategy for 2018-2027. This comprehensive ten-year strategy seeks to modernise public administration and harness the potential of information and communication technology (ICT) to enhance service delivery, ensuring it is both effective and efficient.
The Strategy outlines several key objectives: to ensure the public service is optimally organised and staffed, and to effectively attract, retain, and motivate a sufficient number of skilled technical and professional personnel within the civil service.
The strategy is to enhance discipline, ethical conduct and high performance of civil servants, to re-institutionalise meritocracy, due process and professionalism in personnel administration; and to accelerate improvements in public service delivery through ICT applications.
Mr. Jallow, as the new Permanent Secretary and head of the Civil Service Reform and Planning Unit, is tasked with driving the pursuit and achievement of the aforementioned objectives, as well as coordinating various other reform initiatives.
