KAC had no complaint mechanisms …Says witnesses

The Local Government Commission of Inquiry, which is currently investigating the administrative operations of local government authorities in The Gambia has been told that the Kerewan Area Council had no complaint mechanism.

 

The Commission was informed of this development by Ebrima Sanyang, director of Procurement Policy and Operations at The Gambia Public Procurement Authority (GPPA), who jointly testified before the Commission last week with Phoday Jaiteh, GPPA director general.

Appearing before the commission, Sanyang informed that Kerewan Area Council does not have complaint mechanisms where aggrieved individuals or bodies can make claims like foul play, violation of the rules and unfair treatment.

This, he added, is a provision of the law and failure to establish it is labelled as ‘non-compliance.’

“There should be a complaint review board. Whoever is aggrieved can follow that procedure to ensure that their complaint is addressed,” he added.

He also testified the 2022 GPPA Act provides that there should be a complaints review board to review complaints at every stage of the procurement process.
