Senior Health Ministry official charged

A senior Ministry of Health official, Annie R.M. Carrol, was yesterday arraigned before Magistrate Abdoulie Fatty of the Banjul Magistrates’ Court for allegedly using official documents without authority or excuse from her head of department.

According to the bill of indictment, in count one, Annie Carrol, on 10 May 2015 , took it upon herself without approval from the head of department to publish her trek report on the visitation of health facilities in the Upper River Region, Central River Region and Lower River Region, by sending an email to the following people: Hon. Omar Sey, Dr Makie Taal, Ramou Sarr-Jarju, Baba Jeng, Momodou Lamin Manneh and Alhagie Marena, leading to the information being published in the Freedom online newspaper.

Count two stated that on 16 May 2015 in Banjul, Annie Carrol “allowed another to have in possession of official documents” without authority or excuse from her department head, which was consequently published in the Freedom online newspaper and thereby committed an offence.

Count three stated that on the same day and time in Banjul, she abused her office by taking it upon herself without authority or excuse from her department head and published by sending an email to the above mentioned people and thereby committed an offence.

Lawyer Bola Carrol, her counsel, said the alleged offence with which his client was charged “is bailable”, adding that she was under NIA bail and had never jumped bail.

Annie has a surety or sureties to stand for her bail, lawyer Carrol added.

The trial magistrate granted her bail in the sum of D200,000 with Gambian sureties who shall enter into recognisance.

The condition further stated that sureties must swear to an affidavit of means and should deposit their national identification card to the registrar of the court.

The case was adjourned until 14 October 2015.
