Citizens Report Card’s overall performance assessment of councils’ service delivery to the communities across three Local Government Areas, namely Banjul, Brikama and Kanifing, has revealed that 6% of respondents rated councils’ overall service delivery performance as very good, 43% as fair, while 30% indicated poor performance, and 20% very poor.

For Banjul, the survey report indicated that 40% of respondents rated BCC’s overall service delivery performance as very good, 33% as fair, while 5% indicated poor performance.

The survey stated that for Brikama, 52% of respondents rated BAC’s overall service delivery performance as very good, 20% as fair, while 78% indicated poor performance, and 100% very poor.

The CRC survey added that for Kanifing, 8% of respondents rated KMC’s overall service delivery performance as very good, 47% as fair, while 17% indicated poor performance.

“The implication of the CRC findings is that BAC was rated highest in poor and very poor performance, while BCC and KMC were rated good and fair performances respectively. This means that BAC needs to urgently address issues of very poor performance while there is room for KMC to improve performance,” it stated.

Dwelling on the council’s responsiveness to community needs, the survey further revealed that during natural disasters across the three Local Government Areas, 15% of respondents reported that local councils are very responsive to community needs during natural disasters, while 18% indicated that councils are partially responsive, and 51% not responsive. However, it states that 15% had no idea about councils’ responsiveness to community needs during natural disasters.

For Banjul, the CRC survey reveals that 16% of respondents reported that BCC is very responsive to community needs during natural disasters, while 3% indicated that BCC is partially responsive. For Brikama, the CRC survey reveals that 3% of respondents reported that BAC is partially responsive to community needs during natural disasters, while 3% indicated that BAC is partially responsive, and 48% not responsive. For Kanifing, the CRC survey reveals that 1% of respondents reported that KMC is very responsive to community needs during natural disasters, while 14% indicated that KMC is partially responsive, and 8% not responsive.

The survey clarified that 7% had no idea about KMC’s responsiveness to community needs during natural disasters.

According to the findings the report stated, the result showed a significant per cent rise (48%) of non-responsiveness to community needs in Brikama LGA, which means that BAC should come up with disaster-response methods or strategies to assist its residents during natural disasters.

The survey was conducted by the Center for Policy, Research and Strategic Studies (CepRass) in partnership with national endowment for democracy (NED).
