Francis Gomez levelled matters for Foni Bintang in the stoppage time from the penalty spot.
This pushed the game into penalty shootouts, which ended 10-10.
The final attracted hundreds of fans from Bullock and its satellite areas.
The final was graced by Youth and Sports Minister Bakary Y. Badjie, Momodou Sabally and other high profound dignitaries.
Speaking to point Sports, head coach of Foni Bintang, Kawsu Nyassi, stated that it was a tough game after losing some key players during the first half of the match due to injury.
He noted that playing an away final is not easy, adding that their target was to win the match during regulation time but penalty shootout failed to produce a winner.
"We would go back to drawing board and prepare well for the replay final," coach Nyassi said.
