FPAC in their report stated that the reimbursement of the fund should be done on or before 28 September 2023, failure of which the Inspector General of Police “must launch an investigation immediately and report back to the FPAC within 90 days”.
The report demanded that all un-reconciled government transactions indicated in the 2019 audited accounts be reconciled by the Accountant General before the end of the Financial Year 2023 and a report sent to the FPAC.
The Committee further demanded that “the Minister of Finance must provide a written explanation to the FPAC on or before 28 September 2023, stating why 404 virements totaling GMD 2,687,362,341 were made over the maximum threshold of seventy-five per cent (75%).
The report added that the Secretary General at the Office of the President and the Permanent Secretary at the Ministry of Works should provide a written explanation for the rehabilitation work at State House on or before 28 September 2023.
They urged the Secretary General, the Office of the President and the permanent secretary at MOTWI to provide a written explanation on the aforesaid date to the FPAC for accepting the Banjul Drainage, Roads and Sewage (BDRS) contract and to show or provide evidence that “GÁI Enterprise is the most suitable and qualified contractor” to carry out the project.
The FPAC also stated that the permanent secretary at the Ministry of the Environment “must provide to the Auditor General and FPAC all agreements they have with the Government of Senegal relating to all the forfeited timber ceased on Gambian soil and all the payments made from the proceeds, on or before 28 September 2023”.
FPAC also said the permanent secretary at the Ministry of Environment must show the Auditors and FPAC the authorisation to spend the funds generated from the sale of confiscated timber, on or before 28 September 2023.
The FPAC report further states: “The MOFEA must provide written explanation to Auditors and FPAC the specifications of 15 motor vehicles brand that are different from the specifications on the contract, on or before 28th September 2023, failure of which, the Inspector General of Police must launch an investigation immediately and report back to the FPAC within 90 days.”
The Committee also stated that MOFEA should provide written explanation with supporting documents to the Auditors and FPAC for the procurement and delivery of outstanding two motor vehicles and their locations, on or before 28 September 2023, failure of which, the Inspector General of Police must launch an investigation immediately and report back to the FPAC within 90 days.
The FPAC Resolution report tasked the Auditor General’s office, the Inspector General of Police and the Judiciary to ensure the air is clear on the aforementioned issues, failing that, the Inspector General of Police should “launch an investigation immediately” and report back to the FPAC.
