Two top BAC officials counter one another at inquiry

Two Brikama Area Council (BAC) top officials, Director of Finance Alagie Jeng and Deputy License Manager Lamin S. Jatta, recently appeared before the Local Government Commission of Inquiry.

Jatta, who used to be a revenue collector, admitted to purchasing a motorbike for D35,000 from his collection, claiming he obtained instruction from the Director of Finance to purchase it. Jeng denied this, stating that Jatta had already expended council money without authority and had brought the receipts to the council.

Jeng testified that he converted the motorbike into a loan, knowing it was wrong. Both Jatta and Jeng were referred to the Financial Manual for Local Government Councils, which prohibits such expenditures and mandates all revenue collectors to deposit funds in the Council's bank accounts.

Jatta denied the loan, stating that the only loan he applied for was a building loan in 2021 for D150,000 through the council's credit union. Lamin S. Jatta testified that he used to deposit money at the bank and give the deposit slips to the principal cashier.

He was asked to clarify his cash book transactions, as the one provided did not have deposit slips. The director of finance denied seeing Jatta's tabulation and never approved such an amount.

The director of finance was asked to bring the licence collection details from 2018 to 2023.
