New director of reforms, HRMIS project manager appointed

Alhagie Jallow, formerly the Assistant Accountant General, has been appointed as Director of Reforms and Project Manager for the Human Resource Management Information System (HRMIS) project under the Ministry of Public Service. He succeeds Mr Sheriff Jallow, who now serves as the Permanent Secretary for Reforms at the Ministry.

Mr Jallow is exceptionally well-suited to assume this dual role, bringing a wealth of relevant expertise and experience as a seasoned and accomplished civil servant. His tenure included leading the Treasury Unit, where he oversaw government’s payroll system—an experience that has equipped him with an in-depth understanding of the system’s architecture, operational challenges, and the specific requirements for a successful integrated HRMIS.

He also played a pivotal role throughout the implementation of the Integrated Financial Management Information System (IFMIS), from initial design and configuration to its nationwide rollout and stabilisation. This extensive experience in managing complex system integration projects is crucial for navigating the technical and institutional demands of the HRMIS. Mr Jallow’s first-hand knowledge of integrating financial and administrative systems offers a proven roadmap for ensuring a seamless and effective HRMIS deployment.

His demonstrated leadership and deep understanding of financial and human resource systems make him the ideal candidate not only to manage the HRMIS implementation but also to lead the broader civil service reform agenda, as outlined in the Civil Service Reform Programme Strategy 2018–2027.

As Director of Reforms and HRMIS Project Manager, Mr Jallow will be responsible for the day-to-day coordination and oversight of all HRMIS implementation activities. His duties include ensuring the project remains on schedule, advising the Project Sponsor on resource requirements, and providing the HRMIS Developer with timely and accurate information. He will also identify project risks and develop mitigation strategies, manage scheduling to ensure coordinated execution of planned activities, and oversee stakeholder engagement and communication.
