Madam Njie was referred to a voucher dated August 9, 2018, regarding the disbursement of a honorarium for councillors, totaling D260,000.
She recognised the voucher as a payment made during her tenure. When asked to provide context for the payment, she explained that the initiative originated from the Finance Committee of KMC and was subsequently presented to the General Council for approval, which was granted.
She asserted that the payment was intended for a project aimed at investigating revenue collection discrepancies in the markets.
She confirmed her approval of the payment after receiving the attendance register and the report of the exercise.
Lead Counsel Patrick Gomez conveyed to her that the evidence presented to the Commission indicates that the attendance register was signed in a single day.
Madam Njie clarified that the Council staff were not included in the process, as only the councillors took part in that particular exercise.
She testified that after distributing D10,000 to each of the 26 councillors, the chairperson of the Finance Committee, Councillor Karamo Ceesay, approached her to inform her that the Mayor's name was omitted. She admitted that she could not determine whether the Mayor had been involved in the process.
