Alhagie Jallow appointed Director of reforms, to lead national HRMIS project

The Ministry of Public Service has announced the appointment of Mr. Alhagie Jallow, formerly the Assistant Accountant General, as Director of Reforms and Project Manager for the Human Resource Management Information System (HRMIS). He takes over from Sheriff Jallow, who now serves as the Permanent Secretary for Reforms at the ministry. 

Officials say Mr. Jallow brings a strong professional background and a wealth of relevant experience to the dual role. His extensive service record includes leading the Treasury Unit, where he oversaw the government’s payroll operations a role that equipped him with deep knowledge of the current system’s structure, its operational gaps, and what is required to transition into a fully integrated HRMIS.

Mr. Jallow also played a significant role in the rollout of the Integrated Financial Management Information System (IFMIS), participating in every phase from system design and configuration through nationwide deployment and stabilisation. This hands-on experience with complex system integrations is considered critical as the ministry prepares to implement the HRMIS across government institutions. His familiarity with linking administrative and financial systems positions him well to ensure a smooth and efficient implementation process.

According to the Ministry, Mr. Jallow’s leadership, technical competence, and understanding of both financial and human resource management systems make him well-placed to drive not only the HRMIS rollout but also the broader civil service reform agenda outlined in the Civil Service Reform Programme Strategy 20182027.

In his new role, Mr. Jallow will oversee day-to-day coordination of HRMIS activities, ensure the project remains on schedule, and advise the Project Sponsor on resource requirements. His office will also be responsible for supplying timely information to the HRMIS developers, identifying project risks and crafting mitigation strategies, developing and managing project timelines, and ensuring that all planned activities are executed in a coordinated and efficient manner. Additionally, he will lead stakeholder engagement and ensure that information needs across government and partner institutions are effectively met.
