Saul Fraser testifies on cash payments in Paulo’s anti-money laundering case

Testimony in the ongoing criminal case involving accused persons Paulo Djabi and Nadine Ismail Prera, who are facing charges including money laundering, acquisition of proceeds of crime, and conspiracy, continued before Justice Jaiteh, with Saul Fraser, CEO of Global Properties, standing as prosecution witness 7.

His testimony, building on earlier reports submitted to the court, focused on ownership structure, regulatory awareness, and crucial details surrounding property transactions executed with the accused.

Representing the State were S.L. Jabarteh and M. Sarr, while K.S. Tambedou appeared for the defence. Fraser clarified that he owns 99% of Global Properties. He stated the company partners with multiple developers depending on project needs, citing Omnium Developers as the key partner in the properties relevant to this case. 

According to him, Global Properties did not own shares in Omnium but handled “sales and marketing representation” for their projects, specifically the Kololi Sands development.

Fraser reaffirmed his testimony from earlier proceedings that the accused purchased three properties units J1, J7, and I16 through his company. Critically, he stated that all payments were made in cash, a point that has become central to the prosecution’s argument as they probe potential financial irregularities. 

Despite being in the industry for 18 years, Fraser admitted he had no prior knowledge that property developers were classified as reporting entities under the Anti-Money Laundering Act. When pressed by State Counsel, he acknowledged his general awareness of regulatory obligations but denied familiarity with specific responsibilities under the Act.

The court admitted several documents into evidence, including Exhibit P21, a sale agreement dated 24 February 2022 for apartments J1 and J7 in the name of Pablo (Paulo) Djabi; Exhibit P22, a Global Properties statement for J7 dated 30 August 2023 showing payments of €151,918.25; and Exhibit P23, a statement for J1 dated the same day showing €166,124.75. Fraser confirmed these amounts had been paid in full with no outstanding balances.

Further evidence relating to the third property, I16, registered under second accused Nadine Ismail Prera, was also shown to the witness. Fraser again identified the documents as standard contracts from Omnium Developers, signed by Haysam Hassan, the same developer representative who signed earlier agreements.

While there was no objection to admitting the documents, Defence Counsel Tambedou argued that the prosecution failed to specify document dates while laying foundation.

The documents were subsequently admitted into evidence.

The matter is adjourned until 20th November 2025.
