PW4 explains procedure of operations at Gam-Petroleum

The control supervisor at Gam-Petroleum, Ousman M. Bah, on Monday testified as 4th Prosecution Witness (PW4) in the landmark Gam-Petroleum trial at the High Court in Banjul.

The case involves the trial of former Managing Director Saihou Drammeh (1st accused) and Lamin Gassama, former operations manager of Gam-Petroleum (2nd accused) respectively.

The duo have been slapped with over eight charges that include economic crimes.

The witness, who is the 4th prosecution witness (PW4) in the case, took the court through a brief rundown of Gam-Petroleum process and procedures of operations under the guidance of State Counsel Mballow.

Mr. Bah told the court that once they receive trucks, they would consult the 1st or 2nd accused or any person delegated by them. If they agree for the truck to be loaded, then loading will commence.

"If the okay is given to load, then we give a load verification ticket. This is where you have the truck details like the number of each compartment and capacity of each compartment. This loading ticket carries the delivery note, which indicates the vehicle's number, the driver's name and the quantity," the witness told the court.

The witness explained that they use this delivery note to prepare the verification ticket.

"This verification ticket helps to know the volume of product (fuel) that can be loaded in a particular compartment. When this is done, the verification ticket and the delivery note are extended to the 1st or 2nd accused or any person delegated on their duty to confirm on their behalf," the witness adduced

After everything is confirmed, the witness said, the loading ticket is then handed over to the security personnel on duty, who would also have to confirm and sign before letting the particular truck in the depot.

"When the truck is going in for loading, the security personnel on duty would hand over the load verification ticket to the driver, who would hand it over to the loader. Then the loader will load the truck according to the load verification ticket."

The witness articulated before court that there is a ticket printed at the control room after every loading operation and that the amount delivered would be delivered to the control room.

He further told the court that after each transaction, the control room normally prepares a final loading ticket, which normally contains the company (client) name, the amount delivered, and the 1st and 2nd accused names. He added this ticket would later be handed over to the driver to confirm and sign upon satisfaction.

"The loading ticket together with the delivery note is now sent to the 1st and 2nd accused person or any person delegated by them to sign, after which the loading ticket would be generated in the control room, photocopied and the driver would be given a copy while the depot maintains the original. Then, the driver would be allowed to leave."

At this juncture, Counsel Mballow asked Mr. Bah as to whether the control room had any other job apart from what he had related to the court?

The witness in response told the court that they did also send a daily truck lift report after conclusion of daily loading transactions, which is the transaction summary of the day.

Some loading tickets of October, 2021 were placed before the witness, who confirmed the documents. The documents were exhibited and tendered.
