Info Minister says audit reports are just opinions

The minister for Information, Media and Broadcasting Services, Dr Ismaila Ceesay, during the Coffee Time with Pater Gomez, cautioned Gambians not to fully rely on audit reports as they are “just opinions”.

“Most of the issues audited are rotten system that was inherited. There are flaws in the system in terms of accounting and for me, audit reports are just opinions,” he said.

He stressed that auditors look for paper trails, “what they have always is that something or some amount has been spent. However, they don’t have any paper to show for it.

“That is why when they suspect fraud has taken place, they refer it to the police for investigation so that proper investigations can be done in order to reveal whether fraud has taken place or not.”

“If the police ascertain that, yes, it is confirmed that fraud has taken place, they pass it on to the Attorney General for prosecution otherwise they drop the case. So audit reports are not in themselves evidence that corruption has taken place.”

“Sometimes this audit report doesn't always mean that whatever the auditor says is factual. It doesn’t mean when they say there is fraud or financial malpractice in the system we believe in it. We need to be cautious about how we deal with these audit reports,” he said.

“The president believes in the audit reports and that is why he strengthens and supports the National Audit Office by giving them all the support and latitude they need to do their job.”

“But what I'm also saying is, we need to be cautious on how we also approach these audit reports because their reports are not always conclusive that is why there are layers,” he underscored.
