GRA, ERS sign MOC to boost competency-based human resources

The Gambia Revenue Authority (GRA) has signed a Memorandum of Cooperation (MOC) with Eswatin Revenue Authority (ERS) to support in the area of competency–based human resources.

This development came on the heels of visit made by GRA to Southern Africa.

Ernest A. Mendy, the director of Human Resources and Administration (GRA), deputised for the commissioner general at the signing event in July.

The purpose of the visit was to sign a Memorandum of Cooperation (MOC) to kick-start the support to ERS in their HRM reforms and modernisation process.

The GRA delegation was received at the ERS Head Office in Manzini by the Commissioner General Mr. Brightwell and his Senior Management Team.

While welcoming the Gambian delegation Mr. Brightwell expressed delight over the visit and GRA’s willingness to share its experience and provide support to ERS.

Mr. Mendy on the other hand expressed his delegation’s appreciation over the invitation and the warm reception accorded to them.

Mr. Mendy said it is a sense of pride for the GRA to be recognised by a sister revenue administration, as well as requested to provide technical support in HRM.

The GRA team demonstrated how the inputs (WCO support) led to outputs (HR Policy and Strategy documents) that enabled the development of HRM tools (outcomes) to guide and influence practices to enhance staff competence and productivity (impact). The ERS HR Working Group was also taken through a detailed presentation of the competency-based HRM approach.

The GRA team also held discussions with members of ERS Senior Management led by Mr. Leonard, head of Corporate Services on the objectives of the partnership, the approach to HRM support, roles, responsibilities, and expectations. Through the discussions and engagements, it was agreed to identify the critical success areas, revise the Job Catalogue and Job Descriptions to be competency-based. These were firmed up with the need to develop a Workplan for the Next Steps to be endorsed by ERS Management.
