Kinteh was a member of the Market Committee as the chairperson, member of the Environment Committee as well as the Education Committee. His written statement was tendered and admitted in evidence.
His ward received D500,000 from the Brikama Area Council (BAC) as ward development allocation, according to his testimony. He testified that Kasa Gambia offered to contribute D7 million while D2 million was a community counterpart contribution for projects in his ward.
In 2022, he received D1 million from BAC as a counterpart contribution to the Kasa Gambia account. He explained that the D1.5 million contributed by the BAC concerned the construction of the Brufut Market.
He further explained that the Brufut Market was not built, and the money was transferred back to council after the VDC and the Alkalo of Brufut were involved in controversies hindering the construction of the market.
The witness was questioned about the ‘Salibo’ allowances, but he said he was not sure whether he was among the councilors who went to the chairperson to request for the payment. Nevertheless, he disclosed that he was fully aware of it and did receive the payment. He expressly stated that the payment was wrong and unlawful.
