CG Darboe attributes GRA’s successful reforms to political will

The Commissioner General of the Gambia Revenue Authority (GRA), Mr. Yankuba Darboe has linked the Authority’s successful implementation of reforms to political will, adding that without the political backing, our revenue bodies would likely fail in their implementation processes.

Darboe made these remarks while welcoming a Nigerian delegation on a study tour of The Gambia's Fuel Marking project last week.

He then hailed the government of The Gambia through the Ministry of Finance and Economic Affairs for giving GRA the political will in the discharge of its reforms, which he said has yielded dividend in revenue mobilization.

The GRA Commissioner General, Mr. Darboe, emphasized that successful project implementation requires strong political will from the government. He cited The Gambia's experience, where GRA's projects and reforms have been backed by the government through the Ministry of Finance and Economic Affairs.

Darboe explained that GRA involves its line ministry in project planning, selling them on the benefits, before taking it to the President's office. Once approved, GRA works on the framework and conducts sensitization outreach to stakeholders and communities.

He noted that initial resistance is common, but beneficiaries eventually embrace reforms once they understand the benefits. Darboe commended GRA staff and management for their commitment to successful implementation, citing the Fuel Marking initiative as a success story that has boosted revenue generation and reduced leakages.

CG Darboe highlighted numerous reforms and projects introduced by GRA, which have yielded positive revenue performance thanks to government support. The fuel marking system, for instance, aimed to curb fuel smuggling, eliminate adulteration, create a level playing field, and protect consumers.

Results have been encouraging, with significant increases in fuel-related tax revenues, enhanced compliance, and reduced leakages. The initiative has also strengthened regulatory oversight, improved market transparency, and boosted public confidence.

Darboe expressed pride in hosting the Nigerian delegation, noting that The Gambia had benefited from international cooperation, including a study mission to Tanzania. He emphasized the importance of regional cooperation and knowledge sharing in addressing cross-border challenges.

He welcomed the Nigerian delegation, hoping their visit would be productive and insightful, and expressed commitment to openness and collaboration among African institutions.
