Habib Ceesay in his testimony said he was not informed about the audit finding against him and he did not also see any audit report from the National Audit Office.
He maintained that he could not remember participating in a general council meeting where in they discussed issues pertaining to audit report.
Ceesay claimed that he has frequently been calling on the management of the Council to review audit report to inform the general council on audit findings, which he said, had not been happening.
When asked whether the management of the Council is effective, he answered in the negative.
The witness also told the Inquiry that he has been benefitting financially from the Council, making reference to one case when he was sick, he received a payment towards his medical bills amounting to D12,000 to help him undergo CT scanning.
Page 127 of the audit report indicated that the KMC made medical payments for people without having a medical scheme. The auditors also stated that the KMC gave the witness D15,000 as an imprest for medical expenses.
“Did you make request for imprest? Counsel Gomez asked, but Ceesay said he could not remember unless he makes his findings.
“I can fully remember the D12,000, but for the D15,000, I cannot remember that. It is a long time as it is 5 to 6 years now.” he said.
He was also asked to check from his records and that of the Council to provide evidence to establish whether he had applied for imprest and all the details around those imprests.
