Commissioner Faal’s remarks came following questions directed to the ex-CEO of Basse Area Council, Mr Ousman Touray, who testified before the Commission.
Vice Chairperson Dr Samba Faal wanted to know from the witness the functionality of the finance committee, but the witness replied that they only sat when the need arose.
Premised on the response of the witness, Commissioner Faal told the witness that the council is the highest decision-making body of the council, while the finance committee of every council ‘is the heart.’
“If you have a dysfunctional financial committee, you will have a dysfunctional council,” Faal queried.
Commissioner Faal maintained that a functional finance committee would ensure there is a proper system and there are checks on everything.
