KMC's admin director ignorant of trucks' costs

The Administration director of the Kanifing Municipal Council Wednesday told the Local Government  Government of Inquire  Government Commission of Inquiry (LGCI) that he did not know how much the 19 trucks purchased by the Council cost in China. However, he maintained before the commissioners that there was value for money.

Witness Jaja Cham served as acting CEO for a year and four months, and it was during this time that the procurement of these trucks occurred.

Cham testified over a range of other issues. He alluded that from 2018 to 2023, there were salary increments provoked by council resolutions. The commission tasked him to provide the council’s resolutions and the periods the salaries were increased.

He also stated that Senghore Law Practice replaced AB and Co as the lawyers for the KMC, although could not provide an explanation over how KMC recruited the law firm. He was tasked to provide details including the contracts, the contracts committee meeting minutes, council meetings and any issues related to the law firm selection.

On loans given by the KMC, the witness testified that a committee was established for issuing out loans, but there was an embargo based on a council resolution. It was his testimony that the CEO was later allowed to use his discretion to give loans.

Cham said he has only one bank account, two landed properties and no business. He was tasked to provide his bank statement from GT Bank.
