She said all deals of procurement above D500,000 were earmarked for tender while those below were approved by the CEO.
Regarding the Kanifing Municipal Library, which was awarded in 2023 to Bajam Enterprise, she testified that when the tender was opened, only Bajam Enterprise filed their tender documents for the project.
She iterated that it was an open tender, but only Bajam submitted its bid, which was approved by the Gambia Public Procurement Authority (GPPA).
She was asked if the procurement rules and regulations were followed, and she responded positively. The Commission ordered her to provide the evidence of the announcement for the tender.
Marie Senghore, the proprietor of Bajam Enterprise, has also appeared before the panel of commissioners and counsel.
She provided Trust Bank statement of account, covering from October 2022 to January 2025. She had previously provided other documents relating to the contract.
The Commission is setup by the Government of The Gambia to holistically and impartially probe the administrative and financial matters of local government authorities in The Gambia between May 2018 and January 2023.
The end goal is to establish the realities surroundings grassroots governance for accountability and transparency purposes.
